The Qianchen Metal Phase II project, with an annual output of 1.7 million tons of new metal materials, is a second entrepreneurial project that continues to be implemented and constructed on the basis of the Qianchen Phase I project with an annual output of 1.4 million tons. It is a relocation project in Guye District, known as "Tenglong for Bird". The second phase project covers an area of 200 acres and plans to invest 1 billion yuan. It will add 1 acid rolling production line, 2 galvanizing production lines, and 4 raw material and galvanized sheet longitudinal cutting production lines. The second phase of the project will start construction after the completion of the first phase in October 2022. It was completed and put into operation in September this year, and can produce 1.7 million tons of new metal materials annually. It can achieve an annual sales revenue of 6.6 billion yuan, tax revenue of 90 million yuan, and create 800 new jobs. Compared to the first phase project, the second phase project has achieved breakthroughs in process, equipment, and technology. The lower limit of the rolling thickness of the strip product has been increased from 0.5mm in the first phase to 0.4mm, and the strip width has been widened from 550-750mm in the first phase to 750-1050mm. The product can be widely used in new energy vehicle frames, construction, light industry hardware, household appliances, photovoltaic brackets, power facilities, flange ducts, high-speed guardrail panels, etc.

Main features of the project:
One is the fast action of "changing cages for birds". We will adhere to the "dual pronged approach" of pollution reduction and new energy entering the city. While actively and steadily relocating enterprises out of the city, we will combine the actual situation of the enterprise and conduct market research and expert argumentation. Based on the already discontinued 74000 square meter high-speed production workshop, we will plan and implement a new metal material project with an annual output of 3.1 million tons in advance. The remaining 800 employees after the diversion of the new factory can be fully resettled, quickly forming a kinetic energy conversion and achieving rebirth.

Secondly, the pace of industrial continuity is stable. The closure and relocation of 3 steel and 4 coking enterprises in Guye District account for 50% of the district's GDP, 67% of the added value of large-scale industries, and 35% of public revenue, directly affecting 15000 people in employment. The district committee and government adhere to the general principle of seeking progress while maintaining stability, with stability as the top priority and progress as the top priority. They implement the "Six Major Industry Rise Actions" including new energy, new materials, high-quality steel, equipment manufacturing, green building materials, and modern service industries, and reconstruct a new industrial pattern for the mining area in the past century. Among them, within 2-3 years, the high-quality steel industry will form a tens of millions level steel green processing and manufacturing base supported by projects such as Qianchen Metal Materials, Juyang Metal Materials, Xuqi Photovoltaic Equipment Manufacturing, and Tianwu Tianma Precision Manufacturing. The annual output value can reach 20 billion yuan, tax revenue can reach 600 million yuan, employment can be arranged for 2000 people, and the economic "basic plate" will be stabilized with new increment, the employment "ballast stone" will be built, and the transformation "booster" will be ignited.

Thirdly, it has good ecological and environmental benefits. Adhere to ecological priority and green development, focus on implementing the goals of "low carbonization, reduction, reuse, and harmlessness", promote project implementation with the highest environmental protection standards, adopt domestic first-class secondary automation control systems and facilities and equipment such as acid regeneration, circulating water treatment, dust removal and denitrification, mist removal and purification, achieve zero emissions of waste acid, wastewater, ammonia nitrogen, and COD in the production process, ultra-low emissions of particulate matter and sulfur dioxide, with total emissions reaching 16.95 tons/year and 35.78 tons/year respectively, which is more than 20% lower than the same industry; The comprehensive energy consumption of products such as hot-dip galvanizing, metal hanging plating, and high-frequency straight seam welded pipes shall not exceed 58.19, 23.45, and 6.39 kilograms of standard coal per ton, respectively, reaching the advanced level in China.
